The investigation into Senator Camila Flores (RN) for alleged fiscal fraud is intensifying following the filing of a criminal complaint against her by a former advisor.

Public relations professional Julio Lillo Catalán, who worked closely with the parliamentarian, submitted the complaint to the Valparaíso Court of Guarantees citing illegal exactions, a document that has now been accepted for processing. This legal action adds to an ongoing inquiry by the Regional Prosecutor’s Office that has been active for months, tightening the scrutiny surrounding the congresswoman.

The conflict dates back to 2019 when Flores was still serving as a deputy. According to the former advisor’s testimony, from the moment she began receiving her first salary with state funds, the then-parliamentarian allegedly demanded a monthly «quota» payment from him. «She takes that money and keeps it in her purse,» Lillo stated to the Public Ministry, according to information gathered by the Bío Bío Chile Investigative Unit.

The «Flores Quota» Scheme

The modus operandi outlined in the complaint points to a systematic scheme: Flores allegedly instructed her support team in Congress to reimburse her a portion of their public salaries to cover personal expenses. Sources connected to the investigation indicate that among these particular disbursements is the payment of a State-Guarantied Credit (CAE) and the purchase of a vehicle, which may have diverted public funds into her private sphere.

In his statement, Lillo described the moment when the senator proposed the arrangement: «Camila Flores told me that she has many expenses (…) and expressed that she is struggling and needs me to reimburse her a specific amount from my salary.» The former advisor asserted that the RN parliamentarian assured him it would be a temporary measure, yet the demand persisted over time without changes. «This was supposed to be only temporary until she got organized, which never happened,» he concluded in his account, as reported by T13.

This testimony was crucial for the Prosecutor’s Office to request intrusive measures against the parliamentarian. Last May, personnel from the OS9 of Carabineros raided Flores’ office in the Senate, seizing two computers and a filing cabinet with documents.

With the complaint now in the hands of justice, the Valparaíso Court of Guarantees has forwarded the information to the Public Ministry, which will need to assess the integration of this new claim into the main investigation. According to sources consulted in the case by Bio Bio Chile, it is likely that both cases will merge into a single file, consolidating the weight of the accusations against the senator.

So far, Camila Flores’ circle has chosen to remain silent and has not issued public statements regarding the complaint or the progress of the investigation. This refusal to comment contrasts with the increasing judicial pressure facing the legislator, whose situation complicates as new details of the scheme attributed to her emerge.
