Anfucultura and ANEF File Complaints with Contraloría Against Minister Undurraga Over Controversial Comments and Failed Recruitment Processes

Supported by ANEF and its president, José Pérez Debelli, the national board of Anfucultura has lodged two complaints with Contraloría, seeking the agency’s intervention on issues they deem «concerning» that directly impact public service and, consequently, the mission and suitability of the service.

The first complaint requests a review and oversight by Contraloría’s director, Dorothy Pérez, regarding the accuracy, correctness, and technical support of public statements made by Minister Undurraga during the execution of his duties.

Specifically, these concerns relate to comments made by Undurraga on the program Tolerancia Cero on CNN in May 2026, where the organization believes he made assertions based on inaccurate or unverified information that violate principles of administrative integrity including veracity, correctness, justification, moderation, and restraint.

The second complaint seeks a review and oversight of at least five recruitment and selection processes that were declared void or annulled by the Undersecretary of Cultures and Arts, Carlos Lobos, presenting evidence of potential violations of the established procedures.

Following the submission of these requests, Jorge González San Martín, the national president of Anfucultura, called for a «swift statement» from Contraloría: «The Chilean people deserve valid and reliable information regarding the nature of the public services that we, as officials, make available to citizens,» said the leader.

Moreover, Jocelyn Andurandeguy, national secretary of Anfucultura, provided details about the second complaint, noting that the documentation regarding the voided recruitment processes was requested from the ministerial authority without receiving a response to date.

«We shared substantial evidence of our concerns regarding possible violations in the recruitment processes with the Contraloría, which requires their statement,» Andurandeguy alerted.

Finally, the national president of the National Association of Public Employees, José Pérez Debelli, emphasized the importance of defending and ensuring the integrity of public work and service, «especially in a challenging environment for cultures, marked by systematic cuts and decisions made without technical support or dialogue with the involved parties.»

According to Pérez Debelli, this also «sets a standard for both new arrivals at La Moneda and appointees in ministries, particularly in one as significant as that of Cultures, Arts, and Heritage, supported by this array of organizations from various public services that stand with us today.»
