“They are condoning clandestine practices”: this was the response of Peñalolén Mayor Miguel Concha to the Republican Party’s offensive, which took their grievances to the General Comptroller’s office to challenge the closure of the rodeo arena in the municipality.
The delegation included the leader of the Republic bench in the Chamber, Deputy Benjamín Moreno; Deputy Fernando Ugarte; Councilman Sebastián Villouta, and other party representatives, who requested a ruling from the oversight body and accused the municipality of not giving the owners of the venue the chance to regularize their situation before enforcing the closure.
The closure measure was enacted because the venue lacked building permits and a commercial license, as noted by the Peñalolén Municipality. Furthermore, the site is located in the La Gringa and Macul creek area, a high geophysical risk zone, reinforcing the municipality’s arguments for the intervention.
Conversely, the Republican perspective criticized the procedure followed by the municipality, suggesting that the local administration should have “supported the various organizations in the municipality to regularize their spaces.”
“This was notified on a Friday at 9 PM and the closure happened Monday at 8 AM. We believe that this is not appropriate,” they stated in comments reported by Diario U. de Chile.
Councilman Sebastián Villouta emphasized that they do not oppose oversight, but stressed that the municipality “cannot prohibit a sport that is historically recognized in our country.”
Deputy Fernando Ugarte directly pointed out a “procedure that has certain irregularities, particularly regarding the timelines.”
“Rodeo is not only a legally recognized sport, but is also part of what defines us as Chileans, and what we are seeing is a mayor trying to prohibit a national sport,” he added.
In a similar vein, Deputy and Republican bench leader Benjamín Moreno claimed that “Mayor (Miguel) Concha is exercising what is clearly an abuse of power. When he notifies on a Friday and closes on a Monday morning, what he is practicing, in this case, is an abuse of power. Did he not realize that he was missing a building permit? When another building permit is missing or some other permit, will he do the same with a neighbor??”
Moreno also challenged Governor Claudio Orrego, “who campaigned on horseback, with a straw hat, and various things; will he now defend this or not? He was once the mayor of Peñalolén.”

Mayor Concha has addressed the conflict on several occasions, and even this past weekend responded to Minister of Culture, Francisco Undurraga, who defended rodeo and questioned the closure of the arena, suggesting that “in trying to win a cultural battle, the government is even willing to defend irregular activities.”
“A new contradiction with the hardline discourse they have attempted to establish,” he stated in comments reported by Diario U. de Chile.
Regarding the complaint presented to the Comptroller’s office, the mayor indicated that “it is decadent for the Republican Party, the main governing party, to condone clandestine practices here in our municipality.”
“The Peñalolén arena had neither a building permit nor a commercial license to operate. Furthermore, it is unacceptable that we are imposed a tradition that divides all Chileans,” he emphasized.
