«I’m Losing About $80 Million»: Prosecutors Examine Camila Flores’ Chats Amid Investigation into $228 Million Case

The investigation against Camila Flores for alleged tax fraud in the so-called «Cuota Flores» case continues to intensify as it has emerged that prosecutors are investigating transactions exceeding $200 million and the contents of a conversation the National Renewal (RN) senator had during the last electoral campaign wherein she reported losing «about $80 million».

The exchange, held with Heidi Serrat, one of her advisors, was documented in messages that now form part of the evidence being scrutinized by the prosecution in a case initiated due to potential payments to workers with «elastic» funds that may have subsequently returned to the parliamentarian for personal expenses, which over time has added other lines of investigation.

According to Teletrece, the conversation starts with the then-deputy referring to a person named Reyes and a complaint regarding an outstanding payment.

In the records, the parliamentarian wrote: «Hello. Reyes is claiming an unpaid amount. Old guy, well… the only thing he’s good for». Serrat’s reply was: «Yes, he called me; according to him, he didn’t understand my message». Flores quickly reacted, adding: «Old fool». Subsequently, her advisor responded: «But he’s coming over», indicating that the situation regarding the payment was still developing.

The most significant moment in the exchange occurred when the parliamentarian expressed her concern over the figures involved in the accounting process. According to the messages reviewed by the prosecution, Flores stated: «If we have 160, I’m losing about $80 million». In response to that remark, Serrat replied: «Be careful; the amounts also need to be realistic». «Yes,» responded the current senator, thus concluding a conversation that forms part of the analysis being conducted by the Public Ministry regarding campaign financial reports and combining with other angles of the investigation.

Prosecutors Investigate Transactions Exceeding $200 Million

Alongside the analysis of the conversations, according to information reported by Teletrece, the prosecution has requested new inquiries from the Internal Revenue Service after detecting certain irregularities and inconsistencies in the figures reported by Flores.

A report sent to the IRS indicated that during 2025, an amount of $228,319,963 was reported related to received invoices or issued purchase invoices, which exceeds the total of the income reported during that period.

For this reason, the Public Ministry’s investigation aims to track the flow of money, intending to clarify the sources of these transactions.

It is worth noting that other messages under review have also been added to the case file. The prosecution has examined exchanges found on devices belonging to individuals who worked with Flores, including her secretary Yolanda Olfos and her former advisor Julio Lillo.

Specifically, Lillo reportedly stated that Percy Marín, Flores’ ex-partner, assured him that the lobbying for the notary law project «led to money being given to parliamentarians», detailing that Camila Flores «kept money in envelopes in her closet».

The former advisor indicated that he personally saw the RN parliamentarian receive an envelope outside her home at 7 AM, from the former president of the Association of Notaries and Conservators, Carlos Swett, «in the midst of the electoral campaign and shortly after the new Notary Law was discussed in Congress».

«Camila Flores paid everything in cash: printing, radio, to the brigadiers, everyone was paid in cash. What else could Carlos Swett have been giving to Camila Flores in a brown envelope at 7 AM if not money?» said Lillo to the prosecution, as reported by Ciper.
