Chilean Legislature Demands Legal Report and Security Protocols from President Kast Regarding Americas Shield Initiative

The Chamber of Deputies approved a request on Monday for President José Antonio Kast to clarify the implications of Chile’s participation in the «Shield of the Americas» by providing a legal report, as well as related intelligence protocols and signed documents.

This parliamentary initiative was voted on following an inquiry directed at Foreign Minister Francisco Pérez. The outcome was 66 votes in favor, 72 against, and one abstention, exceeding the required one-third majority. Thus, the president must respond through the relevant state minister within 30 days.

Chile’s adherence to the initiative promoted by former U.S. President Donald Trump has sparked concern over the potential erosion of national autonomy in foreign policy and the risks of ceding sovereignty in security and defense matters.

Concerns regarding alignment with the U.S. administration intensified after the U.S. State Department released a document revealing that, beyond coordinating efforts to combat organized crime, the mechanism includes three main pillars: economic, security, and multilateral coordination.

Additionally, it covers economic topics such as critical materials supply chains, investment controls, and regulations regarding trusted digital infrastructure providers, which may exceed the scope of public safety.

In light of this situation, the Chamber requested official versions in Spanish and English of the joint declaration from September 23 on the defense of hemispheric sovereignty, as well as statements from the other 14 member countries of the initiative —Argentina, Bolivia, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guyana, Honduras, Panama, Paraguay, Peru, Trinidad and Tobago— dated May 21, June 23, and July 10, 2026.

Furthermore, they requested the identification of the authority who signed or authorized each document related to the mechanism on behalf of Chile. This legislative body aims to reconstruct the traceability of international commitments.

According to El Mostrador, the request includes copies of other instruments signed by the country within the framework of the Shield and the «Americas coalition against cartels».

The Kast administration must also clarify the extent of Chile’s participation in the mechanism initiated by Trump and must provide a legal report explaining why these instruments «do not require Congressional approval», particularly concerning critical materials supply chains and investment controls.

This also includes the list of participating national organizations and the protocols for exchanging intelligence and information.

Impact of Tariffs Imposed by Trump and Actions Regarding the Magellan Strait Controversy

The Chamber of Deputies’ request to the Kast administration also encompasses the tariff surcharges from the United States and the actions taken regarding Buenos Aires concerning the Magellan Strait, following controversy surrounding statements from Argentine Chancellor Pablo Quirno, who referred to Argentina as a «bioceanic» country, alongside comments from Senator Patricia Bullrich, who initially claimed that her country controlled the Magellan Strait, later clarifying that she was referring to the Beagle Channel and apologizing for herself and for the head of the Argentine Air Force, Gustavo Valverde, who asserted that Australia had sovereignty over that area.

Specifically, deputies requested an official estimate of the economic impact of the 12.5% U.S. tariff surcharge that has been in effect since July. They also sought an analysis of its compatibility with the 2003 free trade agreement, any consultation or dispute resolution instances evaluated or initiated, and the support measures for the affected sectors, as reported by El Mostrador.

Regarding the Magellan Strait, the legislative body requested copies of the protest notes sent to Argentina and the responses received from the neighboring nation.

Simultaneously, they requested information on the strengthening of Australian presence, including the port naval infrastructure in Punta Arenas and its allocation within the 2027 Budget.
