Yungay Neighborhood Residents Oppose Naming Former School as «Sebastián Piñera Community Center»

A group of residents from the Yungay neighborhood in Santiago has expressed their opposition to the proposal to rename the historic building that once housed the Normal School N°1 as the «Sebastián Piñera Community Center.»

In a letter addressed to the Santiago City Council, the signatories stated that «our Yungay neighborhood is not just a collection of streets and buildings; it represents a territory with a unique identity shaped by its heritage, social and educational history, and the active involvement of its community.»

They further emphasized, «The building in question, the former Normal School N°1, is a fundamental milestone in the history of public education in our country and the collective memory of our neighborhood. We believe that any name given to such an important space must align with its historical legacy and the local identity it represents.»

For the community, «the current name choice is unsuitable, as the figure of the former President (Piñera) has no historical, cultural, or community connection to the Yungay neighborhood, nor to the specific history of the building.»

«We understand that public spaces must serve as symbols reflecting the history of the area, its collective values, and the memories of those who have contributed to the social fabric of our community,» the letter from the residents underscores.

«We want to clarify that the undersigned represent diverse opinions and have voted for different representatives in elections, and this is not a personal critique of the former President. With equal emphasis, we would express our views regarding the appropriateness of naming any space with such a rich history after any former President or female President,» they stated.

What About Citizen Participation?

Residents of the Yungay neighborhood also highlighted a point they considered «crucial»: the importance of citizen participation in decision-making processes that affect the immediate environment of a neighborhood or community.

Rosario Carvajal, former councilor of Santiago and a Yungay resident, explained that «we express our strong disagreement with the naming, as there was no genuine participation from the neighborhood organizations and residents, only the fulfillment of a formality.»

«The building housed the Normal School for Teachers, an iconic institution in the training of educators in Chile. Its history and heritage deserve respect. In this sense, participation and historical relevance must be considered when naming a heritage space,» added the former councilor.

«A heritage neighborhood, which has been defended, protected, and revitalized through the vigilant action of its residents, deserves to be consulted in processes that alter the naming and significance of its public buildings. Local democracy is strengthened when institutions listen to and consider the opinions of those who live in and care for the territory daily,» the letter emphasizes.

For all these reasons, the residents respectfully requested the City Council to do the following:

1.  Review and reconsider the decision to name the property under the current designation.
2.  Open a space for genuine dialogue with the Yungay community to define a name that represents the history, heritage value, and local identity of the building.
3.  Establish binding consultation mechanisms for future decisions impacting our public spaces’ identity.

We will continue to provide updates.
