Accusations of Government Fabrication in Expulsion of Foreigners Linked to 18-O Protests: Haitians Arrested for Other Reasons

«The boys are being wrongfully accused of something they never did,» asserts Marckenson Dol, a Haitian community member in Chile, activist, and human rights defender, as he addresses the cases of Ives Dossous and Jean Claydy.

Both individuals have been reported in the media as foreigners arrested during the protest on October 18th in Santiago, commemorating the social upheaval, a claim that Dol vehemently denies. He leads the NGO Voz Haitiano en Chile.

«They did not participate in any protest,» the social leader insists.

Recall that President José A. Kast announced on the night of October 19th that he had directed «the Ministry of the Interior and the Migration Service to use all legal and administrative tools to expel foreigners who took part in the disturbances on Sunday.»

Haitians Never Participated in the Protest

«Every media outlet reported that the government claimed to have arrested six foreigners on October 18, 2026, during a protest, asserting that these foreigners were causing public disturbances and disrespecting authority. This is purely false,» recalled Marckenson Dol.

«Among them were two Haitian citizens, yet they have no connection to these events; they never participated in that October 18 protest,» he claims.

Dol explains that on that day, the two individuals were subjected to identity checks, but one was checked in Quilicura at 10 AM, far from Plaza Italia or the protest site as the government claims. He wasn’t even close. Now he has received his expulsion letter, despite having never participated in the protest.

Concerning this specific case, the human rights defender points out that his compatriot «has an arrest warrant due to an accident in 2022 and was supposed to attend a hearing, but he was unaware of it. That’s why he was taken into custody, not because he participated in the protest.»

Meanwhile, the second detainee also underwent a police check, but it was not in Santiago; it took place in Melipilla. The circumstances of this arrest are particularly bizarre: «He was working on his car, driving, and had a knife with him that he used for preparing avocado sandwiches,» notes Marckenson Dol.

This is the «sharp object» presented in the media as part of the arrest of the Haitian citizen, who was subsequently released.

«This is pure falsehood, because they did not participate in any protest. The boys are being wrongfully accused of something they never did,» Marckenson Dol reiterated.
