Deputy Juan Santana (PS) reported on Thursday, September 24, the receipt of a response from Servel regarding the case of Fernando Cerimedo and his bot networks in Chile, revealing several key details, including that former minister Mariana Aylwin was among those who hired the services of the Argentine, currently imprisoned in Bolivia on charges of attempting to murder his partner.
The legislator outlined that Servel’s response «highlights a serious issue: Numen, Cerimedo’s company, billed $25.7 million to three candidates for the Convention in 2021. But when it comes to tracking the flow of that money, Servel acknowledges it lacks the authority to oversee foreign providers or to understand the digital political spending that takes place outside of formal reports.»
«Since 2021,» Santana stated, «Servel has received 321 complaints regarding misinformation, bots, and fake profiles. 269 of these were archived because the law does not even classify them as electoral infractions. In five years, zero penalties for artificial amplification using automated accounts.»
Following this, the PS parliamentarian confirmed that «Mariana Aylwin paid $15.6 million to Numen, Cerimedo’s company in Chile, during her campaign for the Convention in 2021. Part of that expenditure was even registered for reimbursement with public funds.»
«Aylwin needs to clarify what services she contracted,» Deputy Santana urged, adding, «This raises a question: how many more campaigns? Servel itself acknowledges that it cannot oversee services contracted abroad or rule out other associated companies.»
«In August, I warned about this problem. Now Servel itself confirms it and proposes legislative changes. The government must sponsor our bill and expedite it. Because if a company linked to a digital propaganda operation can bill millions to candidates, and then the state has no way to follow that money or oversee what they do, we have a huge gap in our democracy,» he emphasized.
