The diagnosis presented in the project explicitly blames the 2014 tax reform, reductions in working hours, and increases in minimum wage for the deterioration of the Chilean economy. All substantive measures target reversing those reforms: reducing corporate taxes, total reintegration, eliminating capital gains tax, ensuring tax invariability, and controlling social spending. This represents an integral neoliberal counter-reform project.
