Amid the apparent public freeze on the pardon benefit, human rights groups warn of potential legal maneuvers to circumvent existing treaties.

Therefore, they announced they would explore "all political, institutional, and legal measures to halt the notorious strategy of 'lying to leave an impression,' which is a constant practice of this ultraright party."

Gustavo Gatica stated, "We will continue to insist on the pursuit of justice. This is a small step in that pursuit; I have always said from the beginning that this is not just about me and, in fact, it is not about the past, but rather about the future of the institutions we want to build and, above all, about how we protect our democracy."

The increase occurs at a time when the Trump administration is subjecting a record number of immigrants to mandatory detention in inhumane and degrading conditions while dismantling internal oversight mechanisms, reported organizations Human Rights Watch and Physicians for Human Rights.

"We urge the US to immediately end the blockade against Cuba and to stop violating the rights of the Cuban people to survival and development," stated Guo Jiakun, spokesperson for the Chinese Foreign Ministry.
